Summary/objective
To perform efficient and accurate meter testing within established district standards and Public Service Commission (PSC) rules and regulations. Coordinate activities related to meter maintenance and testing of meters of all sizes in the most efficient manner possible. To operate a meter test facility that will be utilized for accurate testing and maintenance of district meters.

- Assist with the meter testing program to maintain full compliance with PSC rules and regulations including KAR 5:006 (General Rules), KAR 5:066 (Water Services), KAR 5:701 (Sewer Services), and the district’s approved deviations.
- Performs accuracy testing, inspection, maintenance, and repairs of District Metered Area (DMA) meters, customer meters, and wholesale supplier meters.
- Performs meter change outs as required by the District and PSC.
- Assist with the operation of the Meter Test Facility including testing equipment, meter inventory, and storage repair parts. Always maintains good housekeeping. Assists in the evaluation and design of new testing equipment and facilities. Ensures all meter test records are entered into the test database in a timely manner. Test records should conform to PSC requirements.
- Maintain knowledge of theory, specifications, and performance of all meters in service and AMR/AMI systems. Assists in the evaluation and performance of testing of new meter technologies.
- Work closely with billing administrator and customer service personnel on recording meter change outs, installation of new meters, and investigation of metering issues from the billing of customer accounts.
- Create work orders for trouble shooting and repair work on meters.
- Properly charge out inventory and assist supervisor in ordering and maintaining sufficient levels.
- Assist water accountability group in other areas including isolating service line leaks, main line leaks, changing out busted meter bottoms, and other occurrences of water loss.
- Assists in maintaining unaccounted for water loss within district standards and total loss within PSC Standards.
- Performs after hours operations when scheduled for standby duty.
- Inspect assigned tools, vehicles, and protective equipment daily and recommend replacements when necessary. Personally owned tools are subject to inspection and replacement, when necessary,
- Keeps general manager advised of any informalities internal or external along with any overall personnel and customer problems or other needs within the organization.
- Keeps familiar with Emergency Planning and Community Right-to-Know Act (EPCRA) reporting on hazardous and toxic chemicals, found or used in the work area.
- Works according to safety standards and polices adopted by Warren County Water District, and is responsible for his or her own safety, and reports all incidents to his or her supervisor.
- Complies with all local traffic laws, regulations, and safe practices while operating any company vehicle.
- Must be willing to obtain First Aid/CPR certification upon employment.
- Other duties as assigned.
Competencies
- Must have effective working knowledge and understanding of the water distribution systems, including operation of meters, pump stations, tanks, and pressure reducing valves.
- Must have knowledge of metering technology and accuracy testing within AWWA and Kentucky Public Service Commission standards.
- Must be able to use GIS mapping system effectively to locate main lines, service line, and gate valves.
- Must have operational knowledge of Windows, iOS, and Android based operating systems and must understand Microsoft Outlook, Word, and Excel.
- Must have mechanical and ability to perform service and maintenance operations.
- Must have the ability to perform meter repairs and maintenance and conduct meter accuracy using testing appropriate equipment.
- Must have ability to use various leak detection methods including the use of electronic equipment and devices.
- Must be able to communicate effectively with customers and businesses when doing fieldwork.
- Must be able to operate a motor vehicle properly and safely.
- Apply confidentiality to all areas of sensitive employee and customer information.
- Excellent verbal and written communication skills.
Work environment
- Must be able to perform outside work in all weather conditions.
- Must be able to work a forty-hour week plus any extra time the position demands along with standby duty.
Physical demands
Lifting up to 50 pounds required.
Travel required
- Some travel in and around the system will be required. Must be willing to attend courses related to work.
Education and experience
- High school graduate or equivalent.
- Must have 3 years or more experience in water system operations and maintenance or equivalent other experience/education.
- Must have or obtain Meter Certifications as required by the PSC and District.
- Must have or obtain a Water Distribution Operator’s License through the Kentucky Division of Water.
Additional eligibility requirements
- Must possess and maintain a valid driver’s license.
- Must reside within a one-hour response time of work location.
- Must be willing to obtain First Aid/CPR certification upon employment.
