Summary/objective
To oversee and manage the overall health and performance of the organization’s computer systems and networks, including the District’s network switching and wireless infrastructure, virtualized server environment, and directory services domain, supporting approximately 100 end users. Responsible for the installation, configuration, and maintenance of computer systems, diagnosing hardware and software issues, and providing technical support to individual users and project teams. Ensure the IT infrastructure is robust, secure, and performs optimally. Activities include research, technical analysis, planning, and support for operations staff.

- Administers company LANs, WANs, network segments, internet, and intranet systems, including the District’s network switches, wireless access points, and security appliances.
- Monitors and analyzes network performance, conducts performance tuning, troubleshoots network problems, and escalates issues to vendors.
- Develops and maintains network access, monitoring, control, and evaluation; maintains documentation to ensure network security.
- Manages server operating systems and the virtualized server environment, configuring hardware, peripherals, services, settings, directories, storage, etc.
- Administers directory services, group policy, and user/computer accounts across the District’s domain environment, managing authentication, permissions, and account life cycle.
- Performs daily system monitoring and security monitoring to identify and address potential intrusions; manages the backup and disaster recovery platform, verifying backup jobs and testing restores.
- Coordinates and communicates with impacted departments or users in case of hardware or software failures.
- Manages the helpdesk ticketing system, prioritizing and tracking support requests from approximately 100 end users through to resolution.
- Administers the VoIP phone system, including user extensions, call routing, and troubleshooting.
- Administers the organization’s cloud email and productivity platform, including mailboxes, licensing, and security settings.
- Ensures OS patches and firmware upgrades to hardware and software are applied regularly.
- Conducts ongoing performance tuning, hardware upgrades, and optimization as required.
- Coordinates with operations personnel on IT/OT network segmentation and security practices to protect the interface between business systems and SCADA/control systems.
- Manages video surveillance and access control systems.
- Oversees and directs maintenance of company websites.
- Recommends new technology and methods to improve and maintain existing systems and workflows.
- Provides assistance, guidance, and training to district personnel on computer operation, peripherals, and software.
- Keeps general manager advised of any informalities internal or external along with any overall personnel and customer problems or other needs within the organization.
- Works according to safety standards and polices adopted by Warren County Water District, is responsible for his or her own safety, and reports all incidents to his or her supervisor.
- Must be willing to obtain First Aid/CPR certification upon employment.

Competencies
- Extensive hands-on troubleshooting experience, diagnosing and resolving complex hardware and software issues to ensure seamless system performance.
- Demonstrated expertise in managing segmented networks, including routing and switching, to enhance network performance and tuning.
- Strong background in implementing and enforcing robust cybersecurity practices to safeguard network integrity and protect against potential threats.
- In-depth knowledge of server operating systems, directory services, group policy, and email administration, contributing to efficient user management and system operation.
- Experience in the administration of SAN storage and virtualization environments, ensuring optimal resource allocation and system efficiency.
- Proficient in configuring and managing firewalls and site-to-site internet VPN for secure and reliable network connectivity.
- Experience with backup and disaster recovery solutions, helpdesk ticketing systems, VoIP phone systems, and cloud email/productivity platform administration.

Reporting relationships
- Reports to: Information Technology Supervisor
Work environment
- Must work a forty-hour week plus any extra time the position may demand.
- Some work outside of normal business hours to be expected.
Physical demands
Lifting up to 15 pounds may be required.
Travel required
Some travel in and around the system will be required. Must be willing to attend courses related to work. Some overnight travel may be required to attend meetings and seminars.
Education and experience
- Graduate from an ABET accredited college or university with a degree in Computer Sciences, Technology, or equivalent work experience in a computer systems related field.
- Five years of progressive experience as a systems administrator with a proven track record of managing and optimizing complex IT environments.
Additional eligibility requirements
- Must possess and maintain a valid driver’s license.
- Must be willing to obtain First Aid/CPR certification upon employment.
